The Idaho Infant-Toddler Program and the Idaho State Department of Education are required by the Office of Special Education Programs (OSEP) to report early childhood program outcomes in the following areas:

  • Positive social-emotional skills
  • Acquisition and use of knowledge and skills
  • Use of appropriate behaviors to meet their needs

    Data collection began July 1, 2006 for the Infant-Toddler Program and September 1, 2006 for preschoolers with IEPs.

    The Idaho Child Outcomes Summary Form will be used to gather child outcome data for federal reporting. The form will need to be completed for all children entering and exiting the program on or after the dates listed above.

    Regional trainings were conducted in Spring 2006 to share this new process with the Infant Toddler Program staff and Service
    Coordinators (public and private), Head Start, and preschool teachers who will be required to complete this process.

Early Learning Standards


The Individuals with Disabilities Education Act (IDEA) specifies certain requirements for aligning Individual Education Plans (IEPs) to state standards. Agreed upon standards may be used as a starting point for reflective teachers to create learning experiences that build on what children already know and capture their interest in learning. Standards are merely a part of a quality educational system in which assessment, standards, curriculum, and instructional practices are aligned.
